Independent - November 22, 2005: Navajo Nation records 8,100 DWI arrests; First lady Vikki Shirley urging area motorists to 'Tie One on for Safety' Navajo Nation records 8,100 DWI arrests First lady Vikki Shirley urging area motorists to 'Tie One on for Safety' By John Christian Hopkins Diné Bureau WINDOW ROCK — Navajo Nation First Lady Vickie Shirley is MADD as heck, and she's doing something about it. On Monday, she launched the annual "Tie One on for Safety" ribbon campaign, sponsored by Mothers Against Drunk Driving and Taketa, the nation's largest manufacturer of seatbelts. Annually, 17,000 people die in alcohol-related traffic deaths across the country. Drunken driving is a concern on the reservation, with 8,100 DUI arrests between Oct. 1, 2004 and Sept. 30, 2005. The communities with the highest number of drunken driving arrests are Shiprock (1,945), Chinle (1,660) and Window Rock (1,426). In the five-year period between 1998 and 2003 there were 44,628 drunken driving arrests on the reservation. The first lady and her husband, President Joe Shirley, started up the Window Rock chapter of MADD in 2003 after their daughter was killed in a drunken driving accident. This Thanksgiving Day will mark the fourth anniversary of their loss. "Because of what happened to us, we're taking our message out to drive safely and wear a seatbelt," Shirley said. In addition to the ribbons which will be silver this year in honor of MADD's 25th anniversary Shirley's group will be handing out information on seatbelt usage and the proper use of child seats. A National Highway Traffic Safety Administration study found that between 1975 and 2004 an estimated 195,382 lives were saved because of using a seatbelt. Ninety percent of traffic fatalities are caused by drunken drivers or a failure to use a seatbelt, said Bob Kittle, vice president of sales and marketing for Takata. A buckled seatbelt is the best defense against a drunken driver, Kittle said. "Drunk driving crashes are the most frequently committed violent crime in America," said Glynn Birch, national president of MADD. Sadly, the crime is "100 percent preventable," she added. One of her priorities as first lady is to "advocate for victims of drunken driving," Shirley said. "We need to be mindful of what we're doing," Shirley said. "We need to be responsible for what we do." Shirley is looking for support from neighboring communities, too. "We're absolutely going to have a zero tolerance policy," said Sgt. Dave Nelson of the Arizona Highway Patrol. "If you drink and you drive, you are going to jail." Deputy Mike Camarillo of the Apache County Sheriff's Office echoed Nelson's words and pledged continue cooperation with Navajo law enforcement officials to curb drunken driving. "During this time of year a lot of our people go crazy with their driving," said Lawrence Garnanez of the Navajo Nation highway safety department. He urged people to drive defensively because "there's no room for error." There are 2,332 paved roads on the Navajo reservation, 124 gravel roads and 5,604 unimproved roads, Garnanez said. "We cannot afford to mix alcohol and driving," he added.
