(June 23, 2005) -- Miami Dolphins safety Quintin Williams was arrested on DUI and drag racing charges June 23 after he was stopped while driving 111 mph on an interstate with teammate and passenger Travares Tillman . Williams was near the team's practice facility in Davie, Florida Highway Patrol Lt. Bill Ferrell said. Troopers also pulled over a car that had been racing Williams. Troopers then approached Williams' car and suspected he might have been drinking, Ferrell said. After a roadside DUI test, Williams was taken to a Broward Sheriff's Office facility where his blood-alcohol level was .087 percent, above Florida's legal limit of .08 percent, Ferrell said. Williams was charged with DUI, racing on a highway and unlawful speeding, Ferrell said. He did not know if Williams remained jailed. The driver of the other car, Brandy Lynn Richards, was charged with unlawful speeding and racing on a highway because she was going 109 mph on the interstate, Ferrell said. Tillman, who was riding with Williams, was not charged and allowed to ride home with Richards, who was cited but not arrested, Ferrell added. Ferrell said Richards identified herself as a Dolphins cheerleader to a supervisor on the scene of the traffic stop, but team spokesman Harvey Greene said a person by that name was not a Dolphins cheerleader. "This is not the kind of behavior we expect from our players relative to the choices and decisions they make," Dolphins coach Nick Saban said. "They not only need to respect the law, but also to respect others in terms of their safety and how it reflects on the members of this team, the organization and our fans." Agents for Williams and Tillman did not return calls. Tillman was signed as a free agent from the Carolina Panthers in the offseason and was expected to compete for a starting safety position. He had knee surgery this month, but the team hoped to have him back for the start of training camp July 24. Williams was signed as an undrafted free agent out of Wake Forest before last season and played in five games with the Dolphins. Field Sobriety Testing The U.S. Department of Transportation - NHTSA - Development of a Standardized Field Sobriety Test (SFST) Training Management System - Appendix A - DOT HS 809 400 - November 2001 APPENDIX A Standardized Field Sobriety Testing The Standardized Field Sobriety Test (SFST) is a battery of three testsadministered and evaluated in a standardized manner to obtain validatedindicators of impairment and establish probable cause for arrest. These testswere developed as a result of research sponsored by the National Highway TrafficSafety Administration (NHTSA) and conducted by the Southern California ResearchInstitute. A formal program of training was developed and is available throughNHTSA to help law enforcement officers become more skillful at detecting DWIsuspects, describing the behavior of these suspects, and presenting effectivetestimony in court. Formal administration and accreditation of the program isprovided through the International Association of Chiefs of Police (IACP). Thethree tests of the SFST are: Horizontal Gaze Nystagmus (HGN), Walk-and-Turn (WAT), andOne-Leg Stand (OLS). These tests are administered systematically and are evaluated according tomeasured responses of the suspect. HGN Testing Horizontal Gaze Nystagmus is an involuntary jerking of the eye that occursnaturally as the eyes gaze to the side. Under normal circumstances, nystagmusoccurs when the eyes are rotated at high peripheral angles. However, when aperson is impaired by alcohol, nystagmus is exaggerated and may occur at lesserangles. An alcohol-impaired person will also often have difficulty smoothlytracking a moving object. In the HGN test, the officer observes the eyes of asuspect as the suspect follows a slowly moving object such as a pen or smallflashlight, horizontally with his or her eyes. The examiner looks for threeindicators of impairment in each eye: if the eye cannot follow a moving objectsmoothly, if jerking is distinct when the eye is at maximum deviation, and ifthe angle of onset of jerking is within 45 degrees of center. If, between thetwo eyes, four or more clues appear, the suspect likely has a BAC of 0.08 orgreater. NHTSA research found that this test allows proper classification ofapproximately 88 percent of suspects (Stuster and Burns, 1998). HGN may alsoindicate consumption of seizure medications, phencyclidine, a variety ofinhalants, barbiturates, and other depressants. Walk and Turn The Walk-and-Turn test and One-Leg Stand test are "dividedattention" teststhat are easily performed by most unimpaired people. They require a suspect tolisten to and follow instructions while performing simple physical movements.Impaired persons have difficulty with tasks requiring their attention to bedivided between simple mental and physical exercises. In the Walk-and-Turn test, the subject is directed to take nine steps,heel-to-toe, along a straight line. After taking the steps, the suspect mustturn on one foot and return in the same manner in the opposite direction. Theexaminer looks for eight indicators of impairment: if the suspect cannot keepbalance while listening to the instructions, begins before the instructions arefinished, stops while walking to regain balance, does not touch heel-to-toe,steps off the line, uses arms to balance, makes an improper turn, or takes anincorrect number of steps. NHTSA research indicates that 79 percent ofindividuals who exhibit two or more indicators in the performance of the testwill have a BAC of 0.08 or greater (Stuster and Burns, 1998). One Leg Stand In the One-Leg Stand test, the suspect is instructed to stand with one footapproximately six inches off the ground and count aloud by thousands (Onethousand-one, one thousand-two, etc.) until told to put the foot down. Theofficer times the subject for 30 seconds. The officer looks for four indicatorsof impairment, including swaying while balancing, using arms to balance, hoppingto maintain balance, and putting the foot down. NHTSA research indicates that 83percent of individuals who exhibit two or more such indicators in theperformance of the test will have a BAC of 0.08 of greater (Stuster and Burns,1998). Combined Measures When the component tests of the SFST battery are combined, officers areaccurate in 91 percent of cases, overall, and in 94 percent of cases ifexplanations for some of the false positives are accepted (Stuster and Burns,1998). The original NHTSA research found different accuracies for the SFST Batterythan reported in the more recent study. Tharp, Burns, and Moskowitz (1981)reported accuracies of 77 percent for the HGN, 68 percent for the Walk and Turn,and 65 percent for the One Leg Stand components; 81 percent of officers' arrestdecisions at 0.10 BAC were correct when all three measures were combined. Incontrast, Stuster and Burns (1998) found greater accuracies in making arrestdecisions on the basis of SFST results in their study at 0.08 percent BAC, asdescribed previously and summarized in the following table. Texas DWI home Early on Sunday morning, September 18, 1999, Jacqueline Saburido, 20, and four friends were on their way home from a birthday party. Reggie Stephey, an 18-year-old star football player, was on his way home from drinking beer with some buddies. On a dark road on the outskirts of Austin, Texas, Reggie’s SUV veered into the Oldsmobile carrying Jacqui and the others. Two passengers in the car were killed at the scene and two were rescued. Within minutes, the car caught fire. Jacqui was pinned in the front seat on the passenger side. She was burned over 60% of her body; no one thought she could survive. But Jacqui lived. Her hands were so badly burned that her fingers had to be amputated. She lost her hair, her ears, her nose, her left eyelid and much of her vision. She has had more than 50 operations since the crash and has many more to go. In June 2001 Reggie Stephey was convicted of two counts of intoxication manslaughter for the deaths of Jacqui’s two friends. He was sentenced to seven years in prison and fined $20,000.
